How is it failing so soon?
Should be one of those items covered by a 5 year warranty.

warranty is covered by mileage, not age. got too many miles on it. dealership said 4000 dollars to replace. thats insane. probably more than what the car is worth at this point

I hear you!
The Prius I bought also needs a catalytic converter (and HV battery and engine block and front wheel bearing and...).

For some reason I thought it was Oregon that dropped DEQ requirements, but it was Washington.
There's only 2 counties in Oregon that require it. I'd just have my car registered in any other county and ignore the P0420 code (or whatever is being thrown).

Below is the underside of a 4th Gen Prius. Notice the cat and exhaust system is basically the only thing not covered with a belly pan. That is for airflow.
Will excess heat hurt the catalytic converter itself? I honestly don't know. I do know from vehicle testing that excessive heat can fail sensors in the emission systems and cook wire insulation into brittle plastic flakes. That heat will also increase cabin temperatures by heating the floor and may not play nice with the resins used for sound deadening.
What would an ecomodder do? All kinds of things that a manufacturer that has to warranty millions of vehicles for 100K or more miles would never do.

To include a snorkel pipe through the hood with a counterweighted rain flap like a tractor?
Maybe no?

Once an ignition coil failure in a '01 Brazilian Chevrolet Corsa (similar to the Opel Corsa B) caused the catalytic converter to overheat in a quite scary way. As it became noticeably gutless and wasting some fuel, which would only ignite once it reached and soaked the ceramic honeycomb of the catalytic converter, my father took it to a mechanic who diagnosed the failure, quick enough I believe to prevent any serious damage which could render the catalytic converter uneffective.
