My insurance company mails me the cards. The only time I have to print one is when I buy a new (to me :-)) car, and don't want to wait for snail mail.

Guns just aren't legal in the UK (not even air guns) and as such, most bad guys don't carry them or even have access to them. Carrying a firearm (even a replica) carries a minimum 5 year sentence. There are some armed criminals and there are also some armed police officers (Heckler & Koch G36C and Glock 17)
There are a few special armed response vehicles on the streets, to be called on as required, but the normal police officer has a stab vest and a baton.

I would not listen to your roommate here. Police cannot look through your phone, even if it is seized, without a warrant... but you are freely handing over an unlocked phone that they have to look at to see your insurance information. This can easily be interpreted as consenting to a search, and if you consent to a search it is completely legal for them to look through it.
To answer your original question, yes I have paper copies of my insurance info in each of my cars. I would never just hand over a smart phone.

As pointed out, a search requires either a warrant or consent. You might be able to successfully argue that you gave consent only to looking at the insurance certificate on the phone, but the officer could argue that you implied he could perform a further search.
Regardless, I wouldn't involve myself with illegal activity and document it on my phone. There is nothing on my phone I'm unwilling for the general public to see.
An example of what an officer can use as evidence against a person is when they allow an officer to come inside their house. The officer is not permitted to begin going through drawers or snooping into every room, but if there is evidence of illegal activity plainly visible, then it gives him cause to perform a more thorough search and use any evidence against the person.
I'd say if there was no evidence of illegal activity plainly visible on your phone while the officer observed the insurance, then there is no reason to further search it.
Don't destroy the window while it's attached to the car. It's likely to kick some bits of glass out into the passenger compartment.

What are you people keeping on your phone your so worried about?
If a police officer wants to take a look just let them, if you argue it just makes you look suspicious.
Participation in the ecomodder forum isn't that embarrassing
Keeping really sensitive stuff on your phone is a bad idea anyway, far too easy to lose.

In NY, you're required to carry your driver's license, registration card and insurance card. Police usually only ask me for the first two.

In the UK you don't even need to carry ID. Regarding being stopped by the police, in 50 years driving I have never ever been stopped and I am sure most UK drivers are the same.
