Same effect as most HAI. It reduces the amount of power you have and therefor automatically makes you drive more eco friendly just because. . .well you can't do anything else.
It's like bob said, if you stick a really big block of wood under your gas pedal its just as eco friendly. It keeps you from using fuel. Does not in anyway actaully improve efficiency just reduces driver waste at best. The gains will be minimal if anything because you are inducing extra restriction and therefore pumping losses on the engine.

Maybe they're like toilets- the direction of the swirl depends on which side of the equator you're on??? So I suppose they have special Aussie versions.

lol Frank thats a myth. The swirl direction comes from the suction pattern and the flow pattern.
If you take a pump and drain water out the bottom of a barrell and inject the water back in at the top the direction of swirl is determined by(if the pump has a face, that) the direction the water is added. If you notice water pours into the bowl itself in one direction usually Also the water coming through that wide mouth hole at the bottom front of the bowl is swirling in that direction as well.
Toilets that don't swirl at all(large powerful commercial toilets) suck water straight down no vortex whatsoever. I worked at a summer camp and we got sick of pumping toilets daily so we got the massive suction versions. They don't swirl at all and you had best standback. .

I like those toilets that make you hang onto the rails to avoid being sucked in. They're the only ones that can handle what I leave in them in one shot!
I know that's disgusting, but I couldn't resist.

No science-talk here,but even if the restriction in the intake did not INCREASE pumping-losses,would not any of this "beneficial turbulence" be nullified as soon as the air passed through the throttle-body or carburetor throttle-plate.And in a carbureted engine,which can have significant droplets of fuel present in the charge,would not the centrifugal force of a vortex not behave as a cyclone-precipitator,slinging the fuel to the walls of the intake runners,wetting out the walls? I'm given to understand that turbulence can be great for induction however,"vorticity" is a completely different animal.

lol aero,
I just assumed it had to go in after the throttle otherwise it would be pointless.
Yeah apparently whoever thought of this had not heard of a lab centrifuge -_-
