All you need is an engine, a custom wiring harness, a machine shop to make custom length axles, one of twelve different engine mounting subframe kits (sold separately), and lots and lots of time!

Would it be so difficult? I would think engine and harness, then just whatever is needed to attach it to the transmission.
Pardon my ignorance, but how difficult would it be?

There are two ways to go with the transmission.
Either customers provide their own, in which case, they'll have to order custom axles. (There are shops that do this, but each transmission will need different length axles, and the customer has to provide samples of the splines needed)
Or the manufacturer has a transmission ship with the car, in which case an adapter plate needs to be machined.

Harnesses will have to be custom-spliced. Can't comment on how hard that is... my experience with wiring harnesses is limited to repairing bad splices and hitting things until the warning lights go off.

With 2015 around the corner, Elio is looking a lot like failed automakers of the past. I wonder if people will get their money back?

Home built vehicles need EPA verifications?
I don't know anything about the harnesses. I would think the adapter plates would be plausible, and eliminate a lot of problems with this idea.

We do not know that they have failed. I am sure we will know, one way or the other.
The one success we have is Tesla Motors. People complained and guessed and pronounced - and none of that matters.
Tesla sold the expensive models first, and nobody liked it. Elio is taking the opposite approach, and that means the money is tighter.
We'll know when we know. And not before.

If you have the right tools and people its very simple, heck we do it everyday here.
Like I said, I would have much more trust in Elio if they followed the tesla lead and started slow but suppliment with kit sales.
Elio could get in positive cash flow, learn lessons and bypass government regulation if they did the rolling chassis bit and make it so a drop in replacement engine from a metro would fit easily.
Going the kit route would prove them until they could actually sell finished cars.
Sadly they are trying to get big funding (government) before they actually do anything and then in the mean time juice the turnips they get in for daily expenses.
