The current Jeep Grand Cherokee with optional air suspension rises up to 2 inches for off-roading, and also lowers ~1 inch above ~50 mph. When the system is empty, there is easily another 1-2 inches available. Of course, that takes up ride compliance and gets you dangerous close to jounce bumpers.

Another thought:
Vacuum powered suspension lift? You only need it at low speed anyways so there's plenty of vacuum available.

2-new pictorial drag tables
I've added two new drag tables at the beginning of the thread for the Volkswagen Flow body.
*The first depicts the Cd based upon the ground clearances tested
*The second depicts the final 'working' G.C.,then with wheels added to the body,and thirdly,for the truncated tail version (since it was included in the data).
Notice that the body undergoes a drag increase as it is 'grounded.'

The Dodge RAM ecodiesel also lowers at highway speeds. So does the Tesla Model S.
A friend of mine has a bagged VW Jetta just like this:
He can vary the height on the fly from "normal" to "scraping". I was going to suggest some A-B-A MPG testing, but with the numbers posted at the start of this thread, it's not really necessary.

that data seems to be conflicting. The 914 improves as it is lowered but the testing body does just the opposite.

This is why I think we should hold off making generalized statements about whether to do it or not.
Next time I'm at DARKO,I'm just gonna let all the air out of the tires and see what that does.

Lowriders
Growing up in Southern California,there was a cultural imperative to cruise Van Nuys Boulevard on Wednesday nights.I can't tell you how many lowriders,with hydraulic suspension could be seen on a single night.
They could park a car,lower it down to the frame rails,and suck the wheels up into the wells so they couldn't be stolen.
Also,some of the lowrider 'trash' had sleeper race cars which attracted the attention of unsuspecting young white males who thought their rides superior.
Impromptu drag races were held on back boulevards.Cars raced each other for 'pink slips',and many a fool lost title to his pride and joy right then and there.

new pilbug pictorial drag table
I finally got the Shl'o'r pilbug car G.C.vs Drag pictorial table done.I placed it 7th image down from top of thread,page-1.
The Cd values are for a smooth bellied car.
Drag jumps to Cd 0.186 for a 'standard' under body.

So for the Schlor' about 3.5" ground clearance was best.
