A foil large enough to produce usable thrust would pose a stability threat at high speed.
In the late 1970s,Professor Alberto Morelli found that the 'fins' could be placed low,behind the rear wheels,controlling the center of pressure for stability,as well as acting like a wheel fairing,cutting drag.

Not looking to move a 6000lbs truck down the road ... just improve the crosswind mpg because my mpgs suffer from crosswinds . The ider is to see a 1-5% gain insted of a 1-10% loss

If you have the wealth to pursue it (and I'm talking hundreds of thousands of dollars),you could look into it.But there is no extant off-the-shelf technology which exists that can give you what you want.

Around 2010,'compliance vehicles' made up a population of 700,000, in a fleet of 240,000,000 U.S. light vehicles.
If certain beneficial things are to happen,these kinds of statistics will need to stood on their head.
I applaud any affordable EV,regardless of stripe.I'd like to live long enough to see hundreds of millions of them.
My brother lives close to Fernley,NV where Elon has built his massive battery manufacturing facility.I hope to see it in September.
