Side scoops like that are common these days, just not as big as that.
For the same reason as protruding A pillars; to prevent air flows around a short radiused corner. Instead it helps building up a stagnant high pressure area that makes the air flow over the car rather than aside.
The scoop vents into the wheel well and reduces turbulence (the Ioniq has it for that reason).
Here they vent out air from the back of the wheel well as well. The first gen Insight has rounded edges at the back of the wheel well, apparently that helps easing out the turbulent ait from the wheel well better than a sharp edge. This rear scoop should guide the air even more.

Good explanation guys, thanks.
In my mind anytime one squeezes and compresses air it takes energy, and that is not as efficient as simple attached air flow.
If both the front and before the rear wheel air inlets are for air curtains or even brake cooling then they are not simply styling exercises.
Looks cool, just not as cool as something with less manipulation to my eyes.
If I'm not seeing deadened air-pockets or vented flow-through air curtains on aircraft like sailplanes/gliders then it cannot be as efficient as possible in my mind.

I'm suspicious too; I think ducts have more drag than external shapes. But they're doing it.

I have no idea what they're thinking is.
If they're intention was low drag,they wouldn't be doing such things.
Some would just consider it a mutilation of an otherwise decent Kamm-esque body.
No low-drag bodies have such excrescences.
