First world populations are shrinking. Immigration hides this in the United States, but the main Caucasian population is in decline.
Of course, economic hardships also depress population growth, but by and large, it's the traditionally well-off segment of the population that stagnates and then declines over time.

While I am a staunch advocate of painting your roof white and buying white cars (easier to clean, hide scratches better, hide dust better... reflect heat, lower AC costs, etcetera), forcing people to spend money to paint their current car white is little different from forcing people to spend money to modify their current car to accept E20.
Resprays are not free.
Hell... a full respray costs about as much as hardening the fuel system (depending on how sloppily you want either job done). And it takes your car off the road for a few days.
If that's not taking away your mobility, I don't know what is.

Buying a new car that's already E20 compatible is no more of a hardship than buying a new car that's painted white. Many new cars are both.
Not that I like ethanol-mixed gasoline, but that doesn't take away your mobility, and is another matter entirely.

I took a look at Hands Roslings TED talk and it was interesting; but YouTube sucked me (as it is wont) from there to:
Which is high-larious. The first 2:57 is the TED talk, about growing houses in test tubes that use sphincter muscle for doors and windows; and the remainder of the 5:28 is a rebuttal from the corps that are freaked the "f" out at the prospect.

never suggested anyone repaint their car, just all new ones be whiter same goes for your roof, next roof is white, no freedom lost there , at least as far as mobility goes.

And E20 isn't mandatory for everyone, either. Not yet. While I agree it would be bad if they forced everyone to fill up with E20, that's not happening.
