First world populations are shrinking. Immigration hides this in the United States, but the main Caucasian population is in decline.
Of course, economic hardships also depress population growth, but by and large, it's the traditionally well-off segment of the population that stagnates and then declines over time.

While I am a staunch advocate of painting your roof white and buying white cars (easier to clean, hide scratches better, hide dust better... reflect heat, lower AC costs, etcetera),
forcing people to
spend money to paint their
current car white is little different from
forcing people to
spend money to modify their
current car to accept E20.
Resprays are
not free.
Hell... a full respray costs about as much as hardening the fuel system (depending on how sloppily you want either job done). And it takes your car off the road for a few days.
If that's not taking away your mobility, I don't know what is.

Buying a new car that's already E20 compatible is no more of a hardship than buying a new car that's painted white. Many new cars are both.
Not that I like ethanol-mixed gasoline, but that doesn't take away your mobility, and is another matter entirely.
