I don't think that indicates a bad cap. LEDs can be brighter or dimmer with slight differences in voltages.
I'd still test it all though. As I said, it's a good idea to charge them to the same voltage and let them sit a while and see if they discharge at similar rates.

I'll measure it this afternoon against the others, but they all started off at the same voltage and brightness, so it's getting out of balance. How much, I'll find out.

I followed an advert that appeared on to bottom of this thread. It was for DC-DC converters. Up to 600W. I said why not. Selected the one that would suit my needs.
And OH NOOO, they want 212 usd for one.

Hold off on an order until I've tested them.
EDIT: Started the car right up. Dropped by around 1v, and looked like it would have run the car for quite a while even without the DC-DC converter connected to it. I'm considering cutting the shrink wrap off so I can arrange it into a 3x2 rather than a 6x1.

Sweet! So you're running caps only, and no battery?
How did you get around the problem of the DC/DC converter shutting down?

The voltage drop is much smaller from starting the car with these, so presumably that's lowering the current.
I plan to run a battery in parallel, but with a resistor so it has no starting duties.

I forgot to mention that 3x2 might be cutting it too close voltage wise for those caps. That gives you a max voltage of 13.5 assuming every cap is perfectly in balance.
