I haven’t looked in to this. Is the outer lip of a steel rim ≥ the rim size, or is it < ?

Outer lip is larger. Where the tire sets on the rim when it is mounted is where it matches the diameter of the rim size.

I've been wondering if could take my swap-meet M oon disks, find the centers, and trim and roll the edge to fit the 12" wheels on my new old car. The 15" holes are sl*tted out.

I knew before I even clicked that it was going to be pizza pans

The reflection in that photo looks like you've got a turbo intake hood scoop.

You got me to look.
The problem with pizza pan is they're too flat. Maybe not aerodynamically, but optically. Any waviness will become obvious as soon as they are rotating.
I ran baby moons (Porsche Speedster) on my Type III Notchback. I watched a technician in a tire shop offer up the hubcap and tap it in the center with a Crescent wrench. Just a little off-center so it would twinkle.

If by "turbo intake" hood scoop you mean "twenty dollar fake" hood scoop from Amazon then yeah it's really there
I had to cover the giant hole I found in the hood when the solar panel flew off in traffic right before I traded in the Insight on my first Volt
Which I had to do because I killed the IMA by falling asleep while I was discharging it in preparation of grid charging
But those moon discs were awesome!

Oh, haha. I thought I was seeing a reflection of a building in the hood. It actually is there.
So a hole was cut in the hood to accommodate a solar panel?

A little late now, but I'd have turned it around (Faster Backward) and put a gauge or at least a light or two in the back.
I checked my ShopSmith. It has a 7.5" throw. I might have to cut them down individually then gang them together to sand to the final diameter. Then roll the lip with a roller and greased up dolly. That sounds like a better idea than it probably is.
