Can you legally turn a commercial shed into a house?

Go find a wrecked camping trailer in a junkyard. Seen a dozen or so even here in Reno where the yahoo owner did something dumb and ruined only part of the upper half. They tend to sit for a long time before the yard people take them apart, probably insurance claim related.

Negotiate with your brother to pre prejudice your mom in a direction you favor. Bet it doesn't work.

I'm not totally unfavorable to wood, as long as it's properly treated before use and the work is done properly. When it comes to concrete and brick, I always lived in houses and apartments built that way, and even though extra insulation is not so frequently applied to them it fares quite well regarding thermal comfort. Sure it's also a matter of how it's built in order to take more benefit from the materials.

2x4s are $3.62, making $1.81 per 2

Even using 2x2s and 2x3s, it would cost $94.60 for 22 of each.
