Hard to say. Looks like someone driving it, but shadows look wrong at the right rear wheel. Feels photoshopped. YMMV

What you saw were 99% likely modern reproductions. Rossi also made fender guards in cast aluminum.

The headlight housing were prepopped in plastic, the fender guards in stamped metal.

I was at a car show once when a VW owner was bragging up his fender guards to a spectator. He said they were mega-rare and stepped back to point to the row of show cars. They all had them.

A fresh coat of paint and good glass, but why don't they paint the wheels and scrub the tires?

I'm sure the wheels were not black from the factory, so they have been painted. What did surprise me the most is it being an Itamar ('93 to '96) with black bumpers in a color other than orange, since the former standard livery for taxis in Porto Alegre used to be orange body (with blue stripes on the waistline at each side) with black bumpers. Once in a while I see former Porto Alegre taxis still on the orange with black bumpers livery, minus the blue stripes.
