It looks like a little Speed Demon, but you'd need to be one of those Paralympians to fit in the thing.
Darrel Vittone pushed an engine based on a 25hp VW case, in a Karmann Ghia body to 151.4 on that same Salt.

I bet it would still do over 90 mph if you took dropped in the guts from my Insight!

This Honda streamliner would fit into the J engine class (Under 750cc). Those records are currently set at 266mph (Fuel) and 269mph (Gas) by the Costella & Yacoucci team with a 700cc engine.

Well, you're halfway there...
Power needed to overcome aerodynamic drag is proportional to speed cubed. At higher speeds, rolling resistance is a small factor and can be ignored to get a close approximation.
Assuming it takes 190hp to go 260mph in this car, 80hp (67hp gas engine, 13hp electric motor) will get it going... ~195mph.
It should do 90mph using just the electric motor from the insight.
