It is a long car - length has no effect on Cd, it just adds more surface to have drag on -and I bet the underside is one big aerodynamic mess.

Nobody liked the retro-tricycle? It pushes a lot of my buttons. It can be yours for $16.95. How about the Freezemobile from 1997's Batman & Robin?
It's got four wheels but it leaves me a little cold. OTOH I discovered that

.201 Cd - that is one count higher than an EV-1.
I imagine a lot of air is smacking into those back tires. I would guess a nice rocker panel extension could bring that Cd down to under .19 !

Nice ecommoder find Freebeard, page 3 link leads to a Google book and tells us the Daytona had a real front wheel vent and the Superbird didn't.

I suspect that you're correct,but the SCTA and USFRA rule books won't allow the mods for the class they're competing in.
Airdams, spoilers,and fences are considered 'safety' equipment.

A member generously shared and slow-mailed me a copy of it years ago.

I may have taken some pictures of one at the Orphan Auto Show in Ypsilanti, Michigan last month. I'll post them if I can find them. Pictures of the Panhard are always welcomed in my opinion.
There were two at the Rolling Sculpture Auto Show in downtown Ann Arbor this summer. I'll try to see if I clicked a few photos there as well.
