I seem to recall a fellow who did this with industrial strength velcro. I think he did this to a gun-metal VW Jetta. He blacked-out the coroplast wheel cover. He said it worked like a charm. However, I haven't seen him posting in a longgggggg time, so I don't know how long it lasted.
...if the Velcro™ material is used 100% around the wheel-lip circumference, there certainly 'should' be enough "hold" to retain a light-weight plastic moonie.

Plus, moonie snugs into the inner ridge of the rim lip, so when the car hits a pothole, shock travels from lip to moonie edge, not so much via velcro. Velcro mainly keeps moonie from coming off the wheel laterally.
I betcha it will: Fit the moonie disk such that its outer edge is snugly just inside the lip of the wheel rim which supports it, and use a strip of velcro around the entire perimeter of the moonie. A very light weight moonie such as the thermoformed idea noted above would impose very little load on the velcro, and be further seated inside the lip.
How would you remove the cap if it's snugly in place surrounded by Velcro? Ever try sliding Velcro apart? The sheer strength is herculean
On that case you can push it out from inside the wheel. Of course it depends how big brakes you have so do you have any room to do that :/. On most cases there is plenty of room.

Cutting off the loose ends is probably safer than having the end of the zip-tie flapping about in the wind.
Yes you have to cut the loose ends off. That was just a testing assembly. Rim was not even on a car yet . After two weeks I can reveal what will it look when car is ready for race.
