Interesting, and quite different to what is usual in other countries (including mine). Brasília doesn't have a mayor, only a district governor which does pretty much what state governors do.

I was more of a Dove Blue purist.
Saw that and thought of John Fogerty:
Seriously, the commercial signage on my 1954 23-window barn door had faded but when it was wet you could see it in the patina. It said " Miss Pratt's School of the Dance and Day Care Center". Chestnut Brown and Sealing Wax red, of course.
I told someone that story around the turn of the century, and they said "I haven't seen it but I saw a video of it under a tarp in [new owner's] back yard."

A better comparison there would be the peaceful protests. But we shall see.

R0 = 3 is assuming no measures taken, no?
Masks worn by one person but not another reduces transmission by something like 30%. 70% if both parties are wearing them.
Basically, assuming perfect adherence to guidelines while in public places, the R0 still is somewhere around 1. Since there is no perfection, it's likely higher than that.
