If the x-rays reached ground level as x-rays then they wouldn't effect communication or the power grid.

Well certainly there would be other effects.
The atmosphere is like a bullet proffered vest, it stops the bad thing, but not the energy from the bad thing.

I think I understand. My OS doesn't autocorrect. My browser doesn't even flag incorrect spellings.
I have to review manually after each post because I can't see errors in the Message window that are obvious in the post itself.

I located the original research:

which contains the 774/775 event.
It's a really comprehensive investigation, and the references open up to a lot more research done which informed this work.
A boat load of statistical analysis and evidential caveats which helped them nail down the quanta.
10-Berylium, 36-Chlorine, and 18-Oxygen isotopic assays were also employed.
