I remember those. It bugged me that they used a straight NACA duct, instead of putting it on an arc.

Strange position on the wheel...
When duct is on top of the wheel, it is turned in oposite side to the stream.
When it is on the bottom, its speed is 0.

There are not many slippery ruts down the middle of lanes. Usually, that back wheel is getting a rough ride. However, with rear steering and a rear track equal or greater than the front track, you can get trapped against a curb and have to reverse away. Given that Bucky's rear wheel could turn sideways, I'd have gotten it out of a rut by braking one front wheel and powering the other.
