If it was legal to attach flamethrowers to cars in Brazil, I guess it would avoid some crimes, but all those "human rights" organizations that seem to only look at someone as human after it becomes a criminal would freak out.

If the State is to have any real authority other than by being the largest, best funded criminal gang, its agents need to behave better than the criminal gangs. Some crazies may even say that the State's Law Enforcement Agents ought to abide by the State's laws.

Black rifles are the SUVs of guns. They may look cool, and people who don't think about what they're trying to accomplish may flock to them, but they absolutely suck at their intended purpose. The state has a responsibility to maintain a monopoly on the use of force (AKA keep the peace. Lookin' at you Lori Lightweight). That and enforce contracts and guard the borders.

How can you tell what the capabilities of a rifle is based on the color?

I inherited one from my dad I was going to sell it because it was kind of ridiculous. It's effective range is about 0 to 6 feet and it's brutal. Best application would be to fire it under a poker table. It's about the size and weight if a typical 357 snub nose revolver.
