I don't normally wash my hands after going #1 unless I'm handling food, and even then it's a formality. This is because I don't urinate on my hands. Just to clarify, I always wash my hands after #2.
None of that matters much though. How much water goes down the toilet compared to all other drains? 10%? Perhaps a urinal makes the most sense as far as water conservation goes in the bathroom. There's no need for urine to mix with a couple gallons of water before it goes away.
Brushing your teeth while on the throne is just an efficient use of time. I'm sure Steve Jobs did this.

I use something about 1/4 Liter to wash my hands and face. Less for brushing my teeth in the morning. Water use,, especially in a bathroom sink, is very easily decreased to next to nothing if you shut off the tap between actions. My group was challenged to experience living without services 1 day per week and I found that I could get a very nice "shower" by standing in the tub with a wash cloth, a bucket, and 2 Liters of water. As I do when I am camping. And room temp water is only really cold when you hose yourself down at 20 Liters per minute.

I'm in an apt now, but outside for #1 is the way to go. Growing up we had 1 bathroom for 4 people, so it was necessary sometimes, but I adopted going outside even when not necessary.

It took a full half-liter bottle of water to rinse my toothbrush in Afghanistan. Everywhere else I have lived tap water was potable and I did not consider using it.
How bad was Black Friday shopping for the environment.
