Any lock can be defeated given enough time.
Most thieves and Crack heads wouldn’t know how to pic or be capable of concentrating long enough to use a lock pic set.

But it's still better having one than leaving valuables unlocked. BTW last year I had some problems with the lock of my apartment, and it was a PITA to fix that mostly because of all the work to disassemble it. I even considered to attempt some makeshift with a padlock and a chain, but then besides the ease to defeat it there were some privacy concerns if I wanted to keep it possible to unlock from either inside or outside.

Or a battery operated grinder with a cut off blade.
Or a circular saw.
Or a jack hammer.
Or the jaws of life.
Or whatever...
If someone really wants in...
They’re are going to get in...
He should just skip the lock and hang one of these instead...

I was trying to work in my office today, but I struggled to focus. I would finally put down my head and after a while remembered something that I was supposed to do. I planned on going out after taking my brother for a walk, but it is in the thirties!
Someone already stole stuff from the garage, including Dad's circular saw. I do not know what expensive stuff would be in the house. The appliances? Mom's 39" off-brand television that is a few years old?

So in your mind zoning laws don’t apply? He has had 300 days to fix this issue
My Grandmother’s second husband got into a similar despite with the county over his septic system which was too close to the lake. After enough nights in jail he redid it to code.
EDIT: He built his shed on land he doesn’t own.

I do not feel like working in my office while it is snowing...
I always have some excuse, don't I?
I look forward to having everything insulated! I also need to get faster Internet since I will be video chatting.
