World investment in wind and solar has stalled due to poor financial return on investment. I guess what is needed is to start phasing in a world carbon tax right when it comes out of the ground. Which creates the fund for mitigation/ relocation and support of basic living needs.

It hasn't stalled, it is just growing at the same rate for a short while instead of exponentially. But as oil prices got way up this won't remain long like this.
Suppose now Iran and the US manage to get into a totally avoidable war. Oil prices will go boom and renewable projects get so profitable everyone will be scrambling to jump on.

Successful carbon capture, sequestration,and atmospheric CO2 removal would be the most painless solution,but if added to 'hidden' costs,I don't know how they could look economically attractive at all.
And I don't know by what metrics,the ratings are established.If its someone like Moody's Investment Services,they could be pulling numbers out of their backside.
Last night on CBS,they reported on a new report on climate; saying that we're now looking at 9F increase by 2100.That will be 18F at the poles.If so,it's game over.

I think they said this is only the second time in history that,NOAA's Severe Weather Prediction Center issued an 'Extreme Warning'.
I've measure 7.8-inches rain so far for May.It hasn't ever been dry in North Texas since new years.I can hardly get anything done outside before another storm comes.
Homes,businesses,farms,roads,crops flooded.Farmers can't get in their fields.
Interesting.
Last night,exactly at the end of the CBS New broadcast,they mentioned a new report predicting a 9-degree F increase in global mean average surface temp by 2100.Get those water skis ready for the North Pole!
